“11A | If any person wilfully or negligently imports such goods without Pre-shipment Inspection which is not exempted from mandatory Pre-shipment Inspection | Such person shall be liable to pay pre-shipment inspection service charge at the rate as determined by the Government by the Notification published in the official Gazette and a penalty not exceeding the value of the goods, but not less than ten percent of the value of the goods. | 25B” | |
