20. If within six months from the date of entry in the register no person satisfies the person authorized under sub-section (3) of section 19 that he is the owner of the load, the person authorized, may cause it to be sold or otherwise disposed of in accordance with rules made under section 29, and the proceeds of the sale under this section, or of the sale under the proviso to sub-section (3) of section 19, after deducting therefrom all expenses, shall be applied in such manner as the Government may prescribe by rules made under section 29.
