5.(l) The Government may set up as many Special Tribunals as it may deem necessary to try and punish offences under this Order for each district or for such area as may be determined by it.
(2) A Special Tribunal shall consist of one member.
(3) No person shall be qualified to be appointed a member of a Special Tribunal unless he is or has been a Sessions Judge or an Additional Sessions Judge or an Assistant Sessions Judge.
