WHEREAS it is expedient to apply to the Chittagong Hill- tracts certain enactments relating to cotton ginning and cotton pressing factories, collection of industrial statistics and employment in industrial establishments;

AND WHEREAS by clause (3) of Article 103 of the Constitution of the Islamic Republic of Pakistan, the ¹[Government] is empowered to make regulations for the peace and good Government of the excluded area;

NOW, Therefore, the  ²[Government] in exercise of the said power and all other powers enabling it in this behalf, is pleased to make the following Regulation, namely:-
