13.(1) The Government may, by notification in the official Gazette, make rules to give effect to the provisions of this Act.(2) In particular and without prejudice to the generality of the foregoing powers, such rules may provide for all or any of the following matters, namely:(a) the form or forms in which certificates of naturalization shall be granted, and the manner in which they shall be recorded;(b) the manner in which declarations of alienage shall be made and recorded;(c) the recording of oaths of allegiance; and(d) the fees which may be imposed for the issue of any certificate, whether of naturalization or otherwise, granted under this Act.
