Inquiries
11. Every person making an inquiry under the orders of the Government under sub-section (3) of section 4, and every person appointed to hold an inquiry under sub-section (5) of section 8, shall be deemed to be a public servant within the meaning of the Penal Code, and shall for the purposes of such inquiry have the same powers as are vested in a Court under the
Code of Civil Procedure, 1908, when trying a suit, in respect of the following matters:
(i) enforcing the attendance of any person and examining him on oath;
(ii) compelling the production of documents and material objects; and
(iii) issuing commissions for the examination of witnesses; and every such inquiry shall be deemed to be judicial proceeding within the meaning of sections 193 and 228 of the Penal Code.
