If, by such date as may be fixed by the Government, ¹[Parliament] referred to in clause (c) of sub-section (1) of section 3 does not elect the members to be elected by it under the provisions of that section, the Government shall appoint Suitable persons as members from amongst the members of ²[Parliament], and any person so appointed shall be deemed to be a member as if he had been duly elected by the ³[Parliament] failing to elect a member under the said provision.
