24. All costs incurred by the Collector in carrying out the purposes of this Act in respect of a tank of which possession is taken under section 6 or in respect of any land of which possession is taken under section 6A or retaken under sub-section (3) of section 9B shall be paid by the authorised person and all costs of carrying out the repairs of a tank or the improvements in any land under section 23 shall be paid by the person responsible under sub-section (1) of the said section for the maintenance of the tank or such land in proper condition at such times and in such manner as may be prescribed, and on default in payment thereof the same shall be recoverable by the Collector as a public demand.
