19. (l) Where a person with respect to whose citizenship a doubt exists, whether on a question of law or fact, makes application in that behalf to the Government, the Government may grant him a certificate that at the date of the certificate he is a citizen of Bangladesh. (2) The certificate, unless it is proved to have been obtained by fraud, false representation or concealment of any material fact, shall be conclusive evidence of the fact recorded in it.
