54. If any sum payable to the Deputy Commissioner, or any instalment thereof, be not, pursuant to the said order, paid the same with interest may be recovered as a public demand under the provisions of the ¹[* * *] Public Demands Recovery Act, 1913, or any similar Act for the time being in force. Any such sum shall be a charge on the lands in respect of which it is apportioned, other than the lands in relation to which a person is deemed to be owner under the proviso to clause (f) of section 3, and shall not be avoided by any transfer of such lands.
