Cognizance of offence
1[13. (1) An offence punishable under sub-section (1A) of section 12 shall be cognizable and non-bailable.
 
 
 
 
(2) Subject to sub-section (1), no Court shall take cognizance of any offence punishable under this Act except upon a complaint by the Authorised Officer or the Committee or by a person authorised by the Authorised Officer or the Committee, as the case may be.]
