28. (1) The Government may make rules, not inconsistent with the provisions of this Act, for carrying out the purposes of this Act. (2) Without prejudice to the generality of the power conferred by sub-section (1), such rules may provide for- (a) the lists to be maintained in which the names of goondas or dangerous goondas are to be registered, and the manner of such registration; (b) the manner in which the names of persons who are declared to be goondas or dangerous goondas shall be publicly notified;(c) the manner in which an order under clause (a) of sub-section (2) of section 14 operate; and (d) the periods for which and the manner in which Probation Officer shall make reports to the Tribunal regarding the general behaviour of goondas and dangerous goondas.
