Whenever it appears to the Authority that it is expedient in the interests of the public and for the proper planning of the area included in any improvement or development scheme-(a) that any use of land should be discontinued, or that any conditions should be imposed on the continuance thereof; or(b) that any building or works or factory should be altered or removed,the Authority may pass a resolution to the effect and such resolution shall form part of the particulars of the scheme under clause (c) of sub-section (1) of section 33.
