17. (1) The Government may dismiss, remove, discharge or release any officer from the service or compel him to resign or retire from the service. (2) Any officer may be permitted, subject to the exigencies of the service, by the Government to voluntarily resign his commission or retire from the service. (3) The Government, the Chief of Naval Staff, or any prescribed officer may dismiss, discharge or release any subordinate officer or sailor from the service.
