17. Notwithstanding anything contained in any other provision of this Ordinance, the Government may, by notification in the official Gazette, direct that the powers and functions of the Director shall, under such circumstances, or in such cases, as may be specified in the notification, be exercised and performed by the Government and upon such notification reference to the Director in the relevant provisions of this Ordinance shall be construed as reference to the Government and such provisions shall have effect accordingly.
