(1) The Authority shall, before three months of the expiry of the financial year, submit to the Government for approval, a statement of estimated receipts and expenditure in respect of the next financial year: Provided that the first estimate of receipts and expenditure of the Authority shall be prepared as soon as may be expedient after the establishment of the Authority. (2) Every estimate prepared under sub section (1) shall differentiate capital and revenue funds and shall be prepared in such form and shall contain such details as the Government may, from time to time, direct.
