10. (1) The Board shall meet not less than once a month at such time and place as the Chairman may decide. (2) The Chairman and, in his absence, such Director as may be chosen by the Directors present shall preside at the meetings of the Board. (3) All questions at a meeting shall be decided by a majority of votes of the Directors present and voting, the Chairman or, in his absence, any other Director presiding, having a second or casting vote where votes are equal. (4) The Secretary shall keep minutes of the meeting in a book to be provided for this purpose, which shall be signed, as soon as practicable, by the Chairman of such meeting.
