(1) Any person aggrieved by an order under sub-section (1) of section 4 may, within fifteen days from the date of such order, appeal, in such manner and on payment of such fee as may be prescribed, to the District Magistrate, or an Additional District Magistrate who may, pending the disposal of such appeal, make such orders as he thinks fit. (2) The decision of the District Magistrate or an Additional District Magistrate on an appeal under sub-section (1) shall be final and shall not be called in question in any Court or by any authority.
