(1) Officers of the Board, other than the Chairman, shall be appointed by the Board in the manner as may be prescribed and until regulations are made by the Board, as provided in section 40 of the Act, prescribing the manner of appointment of the officers and other employees of the Board and the status, terms and conditions of their service, all appointments shall be made by the Board with prior approval of the Controlling Authority. (2) All other employees of the Board shall be appointed by the Chairman in the manner as may be prescribed.
