(1) From the date of commencement of this Act and till such time as the nominated and appointed members other than the Chairman are not nominated or appointed, the Chairman and the ex-officio members shall exercise all the powers and perform all the duties of the Board and its Committees constituted under this Act. (2) On the nomination and appointment of all the members, the Board shall exercise all powers and perform all duties of the Committees constituted under this Act up to the time the Committees are constituted.
