An appeal shall lie from every such decision to the 1[High Court Division], unless the Judge whose decision is appealed from is not the District Judge, in which case the appeal shall lie, in the first instance, to the District Judge.
Every appeal under this section shall be presented within the time and in manner provided by the Code of Civil Procedure, 1908 for regular appeals in suits.
