Such notification shall also call upon any person who wishes to be admitted a joint owner of such village- channel to make his application in that respect within thirty days of the publication of such notification. If any such applicant appears, and his application is admitted, he shall be liable to pay his share in the construction of such village-channel and the cost of acquiring such land, and shall be an owner of such village-channel constructed.
