Such rules, alterations and cancelment shall be published in the official Gazette and shall thereupon have the force of law: Provided that no rules shall be made by the Government under the powers conferred on it by this section until a draft of the same have been published in the official Gazette for one month, after which time the Government may pass such rules as originally published, or with such alterations, additions and omissions as it may think fit.
