Power to open packages and examine, weight or measure goods
198. [(1)] The appropriate officer may open any package or container and examine, weight [or measure and detain any goods in the prescribed manner, place and time in part or full as he deems proper] brought to the customs-station for importation or exportation and may for that purpose unload any such goods from the conveyance on which they have been imported or are to be exported.
[(2) The owner of such goods or his authorised representative may be allowed to inspect such goods before the presentation or transmission of the bill of entry or the bill of export thereof, as the case may be, subject to the conditions laid down by an officer of Customs not below the rank of Assistant Commissioner.]
