13. (1) The Government may, by notified order, make rules to carry out the purposes of this Order. (2) In particular, and without prejudice to the generality of the foregoing power, rules made under clause (1) may provide for- (a) the form and manner in which books of accounts of an insurance business shall be maintained by insurers; (b) the manner in which any compensation payable under this Order may be paid to the persons entitled thereto; (c) the circumstances in which the remuneration payable to persons in charge of the management of business of an insurer under this Order or to Custodian whether wholly or in part shall be met by the Government.
