(1) The Government may appoint such officers, advisers, consultants and other employees to serve under each Board as may be necessary for the efficient performance of the functions of such Board on such terms and conditions as it may determine. (2) The Government may, by general or special order in writing, delegate to a Board or to the Chairman or any member or officer of a Board, subject to such conditions and limitations, if any, as may be specified therein, such of its powers under clause (1) and such of its administrative, disciplinary and financial powers in respect of any officers, advisers, consultants and other employees of the Board as it may deem necessary.
