(1) Notwithstanding anything to the contrary contained in any law, rule, bye-law, document or memorandum of association, an Administrator, appointed under clause (1) of Article 3, shall- (a) be the chief executive of the institution for which he is appointed; (b) hold office for such period and on such terms and conditions, and exercise such powers, perform such functions and discharge such duties, as the Government may determine; (c) have power to make, with the approval of the Government, necessary amendment in any such rule, bye-law, document or memorandum of association, as the case may be. (2) The Government may appoint a committee consisting of not more than five members to assist and advice the Administrator in the exercise of his powers, performance of his functions and discharge of his duties. (3) It shall be the duty of an Administrator to take such steps as may be necessary for the reconstitution of the Committee of Management of the institution in accordance with the rule, bye-law, document or memorandum of association within such time as the Government may direct.]
