40. The Returning Officer shall-(a) immediately after preparing the consolidated statement and the return of election result in the prescribed manner the packets and statement opened by him for the purpose of consolidation permitting such of the candidates and their election agents, as may be present to sign the packets and affix their seals to such packets if they so desire; and(b) supply duly attested copies of the consolidated statement and the return of election to such of the candidates and their election agents as may desire to have them.
