1[91B. (1) The Commission may, for the purpose of ensuring free and air election, formulate a Code of Conduct not inconsistent with the Provisions of this Order.

 
 
 
 

(2) Violation of any provision of the Code of Conduct shall be deemed to be pre-poll irregularity within the meaning of article 91A.]
