5. Save as otherwise provided in this Order, the powers conferred by or under this Order on the University shall extend to the whole of Dhaka Division and Bakerganj and Patuakhali Districts of Khulna Division and no institution lying therein, and imparting education above the Intermediate stage, shall remain affiliated to or be admitted to the privileges of, any other University: Provided that nothing in this Article shall preclude the Government from setting up other University or Universities, or special Boards for the conduct of examinations and affiliating educational institution in regard to such courses of instruction and training as it deems fit: Provided further that the University shall have the power to frame statutes for constituting one Governing Body for affiliated college or constituent college.
