26. [(1)] The Bank may [, subject to the provisions of clause (2),] appoint or employ such persons including advisers as it considers necessary for the efficient performance of its operation on such terms and conditions as may be prescribed by regulations.
[(2) Notwithstanding anything contained in clause (1), or in clause (1) of Article 38, the Government may appoint [a Deputy Managing Director and] a General Manager of the Bank on such terms and conditions as it may determine.]
