¹[13A. (1) The meetings of the Committees shall be held at such times and places as may be prescribed: Provided that the meetings of the Committees may also be otherwise convened by the Chairman of the Committee if he so desires. (2) Not less than one-third of the total number of members shall form the quorum at a meeting of the Committee. (3) At a meeting of the Committee, each member shall have one vote, but in the event of equality of votes, the Chairman of the Committee shall have a second or casting vote. (4) The meeting of a Committee shall be presided over by the Chairman of the Committee and, in the absence of the Chairman, by a member elected for the purpose by the members present from among themselves.]
