The National Sports Council Act, 1974

5. The Minister, and, if there be no Minister, the Member of the President's Council of Advisors, in-charge of the Ministry of 1[Cultural Affairs and Sports] or any other person to be nominated by the President shall be the Chairman of the Council and of the Executive Committee.]
