15. A requisition for the surrender to Bangladesh of a person who, being accused or convicted of an extradition offence, is or is suspected to be in a treaty State may be made by the Government,-(a) to the diplomatic representative in Bangladesh of that State;(b) to the Government of that State through the diplomatic representative of Bangladesh in that State; or(c) in such other manner as may have been settled by arrangement between the Government and the Government of that State.
