7. (1) There shall be a Secretary of the Board who shall be appointed by the Board on such terms and conditions as the Board may determine. (2) The Board may appoint such other officers and employees as it considers necessary for the efficient performance of its functions on such terms and conditions as it may determine. (3) The Secretary and the other officers and employees of the Board shall exercise such powers and perform such functions as may be prescribed or assigned by the Board.
