12. (1) The Council shall meet at such time and place, and a meeting of the Council shall be summoned and conducted in such manner, as may be laid down by its regulations: Provided that, until such regulations are made, the President of the Council may, by notice addressed to each member, summon and conduct a meeting at such time and place and in such manner as he may deem expedient. (2) The President or, in his absence, the Vice-President shall preside at every meeting of the Council and, in the absence of both the President and the Vice-President, the members present shall elect one amongst them to preside at the meeting.
