18. (1) When the Government approves a development scheme it shall announce the fact by notification in the official Gazette, and the Authority shall forthwith proceed to execute the scheme. (2) Notwithstanding anything contained in sub-section (1), the Authority may require a local authority or Government organisation or institution within whose territorial jurisdiction any particular area covered by a development scheme lies to execute the scheme or any portion thereof, in consultation with the Authority; and the expenditure incurred on the execution of any such scheme or portion thereof shall be borne as may be agreed to between the Authority and the local authority or Government organisation or institution, or in the event of disagreement, as may be determined by the Government .
