9. (1) The Board may make rules for carrying out the purposes of this Ordinance. (2) In particular, and without prejudice to the generality of the foregoing provision, such rules may provide for all or any of the following matters, namely:- (a) the procedure to be observed at a meeting of the Board and the number of Trustees required to form a quorum; (b) the procedure to be followed by the Board in making selection of person or organisation for the Award; and (c) the manner in which and the persons by whom proposals or recommendations for the Award may be made.
