21. The Corporation shall, at such time before the beginning of every financial year as the Government may direct, submit to the Government for approval-(a) its programme of operation and development of air transport services and other activities during that year;(b) the financial estimates for the implementation of such programme; and(c) its proposal for investment of capital and increase in the strength of its staff during that year and the financial estimates in respect thereof.
