31. Subject to rules, and such directions as the Government may from time to time give, and within the limits of the funds at its disposal, a Paurashava shall undertake such of the functions given in detail in Part IV as are required to be undertaken by Paurashavas and may undertake-(a) all or any of the functions so given which may be undertaken by a Paurashava; and(b) such other functions as are declared by the Government to be appropriate matters for administration by Paurashavas generally or by any particular Paurashava.
