32. Notwithstanding anything contained in this Ordinance or in any other law for the time being in force, the Government may from time to time direct that, subject to such terms and conditions as may be specified in the direction,-(a) any institution or service maintained by a Paurashava shall be transferred to the management and control of the Government; and(b) any institution or service maintained by the Government shall be transferred to the management and control of a Paurashava.
