(1) The Government may set up institutions for the training of the commissioners and staff of Paurashavas, for the promotion of research in local government in urban areas and allied subjects, and may, by rules, provide-(a) for the administration of such institutions;(b) for the compulsory training of commissioners and staff;(c) for the courses to be studied; and(d) for the holding of examinations and the award of diplomas and certificates to successful candidates. (2) Every Paurashava shall pay towards the cost of the institutions set up under sub-section (1) in such proportion as the Government may, from time to time, determine.
