11. (1) The Board may appoint such officers and other employees and engage such consultants, advisors, auditors and contractors as it may consider necessary for the performance of its functions on such terms and conditions as it may deem fit: Provided that no post shall be created by the Board without the prior approval of the Government. (2) The Board may appoint officers and other employees on deputation from other organisations and may also depute its own officers and employees to other organisations.
