Declaration of secrecy
26. The Chairman, every member of the Board, every member of 1[an Advisory Committee] and every officer and other employee of the Council shall, before entering upon his duties, make a declaration to the effect that he shall not, except in the discharge of his duty as Chairman, member, officer or employee, or with the previous approval of the Board, disclose any information concerning the work of the Council or the contents of any document in the possession of the Council.
