17. The Academy shall, by such date in each financial year as may be directed by the Government submit to the Government for approval, a statement to be called the annual budget statement showing the estimated receipts and expenditure and the sums which are likely to be required from the Government during that financial year: Provided that no appropriation of amount from one head to another within the budget approved by the Government shall be made without the previous approval of the Government.
