22. (1) The Government may make rules for the purpose of giving effect of the provisions of this Ordinance. (2) The Sangstha may, with the previous approval of the Government, make regulations, not inconsistent with the provisions of this Ordinance and the rules made by Government, to provide for all matters for which provision is necessary or expedient for the purpose of giving effect to the provisions of this Ordinance. (3) All rules and regulations made under this section shall be published in the official Gazette and shall come into force on such publications.
