28. This Ordinance shall not apply to the departure of a person-(a) who is not a citizen of Bangladesh, or (b) who is in the service of the Republic or of a local authority and is proceeding on duty, or on training, or leave, or for employment with any international organisation, with the permission of the Government, or(c) who is engaged as a member of the crew on board a foreign-going vessel, or (d) who is a dependent of a citizen already resident or employed in a foreign country and is on a temporary visit to Bangladesh.
