Power of the Chief Executive Officer
1[43. (1) Save as otherwise provided in this Ordinance and the rules, the Mayor, if he deems necessary, may delegate any of his executive powers to the Chief Executive Officer and such delegated powers shall be exercised by him in accordance with this Ordinance and the rules.
 
 
 
 
(2) In exercising his powers, the Chief Executive Officer shall be responsible to the Mayor.]
