111. (1) The Government may, by notification in the official Gazette, make rules as to manning of ships. (2) Without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:-(a) the rating of seamen other than officers;(b) the minimum and maximum age limits, and qualifications and experience required for each rating; and(c) the number of each rating to be carried on board a ship having regard to her tonnage, mode of propulsion and the number of passengers she is certified to carry.
