(1) For the purposes of a survey under this Chapter, any Surveyor, may at any reasonable time, go on board a ship, and may inspect the ship and any part thereof, and the machinery, equipment or articles on board the ship: Provided that the Surveyor shall not, except to the extent necessary for the purposes of this sub section, hinder the loading or unloading of the ship or detain or delay her from proceeding on any voyage. (2) The owner, master and officers of the ship shall afford to the Surveyor all reasonable facilities for a survey of the ship, and shall furnish all such information respecting the ship and her machinery and equipment as the Surveyor may reasonably require.
